S House Judiciary Committee approved legislation to prohibit gambling on the internet. This is estimated to affect about 2,300 Internet gambling sites run by offshore companies and would also require banks to block gambling transactions by customers, which the industry has argued would be difficult to identify. The measure would update and expand the existing law to cover all forms of interstate gambling in the United States and would bar a gambling business from accepting payment in the form of credit cards, checks, wire and Internet transfers.
Rep. Bob Goodlatte, the author of the legislation and a Virginia Republican said, The legislation is badly needed because the amount of money going to these illegal unregulated offshore enterprises has quadrupled in the past few years.
It still remains unclear whether the legislation will reach floor votes in the House and Senate this year despite the committee s approval on a 25-11 vote.
By November of this year the congress will be busy with their congressional election.
Interstate gambling over the telephone wires is already illegal and other gambling is banned unless regulated by the states under U.S.
law.
In the United States, gambling is essentially illegal unless regulated by the States. This is a measure to work through that to make sure that the States are indeed protected in their right to continue to regulate gambling.

The Democrats said it would do little to prevent underage gambling and it unfairly placed a regulatory burden on local banks to comply which they measure to object.
I believe there are more effective Internet gambling regulatory approaches, said Virginia Democrat Bobby Scott.
The bill unfairly targets its game while legalizing online betting for horse racing, Internet lotteries and certain fantasy sports, argues the poker industry whose growth has exploded in recent years.
Poker Players Alliance President Michael Bolcerek stated, If games of chances are given a free pass in this bill, it makes no sense that a skill in poker should be banned. Congress should not be picking online winners and losers.
The fundamental operating truths of the cyber world are simply not being recognized. Whether we like it or not, unless an activity is globally abhorred, it is impossible to banish online gambling from the World Wide Web.
The Interactive Gaming Council, which represents Internet gambling operations and their suppliers, argues that Internet gambling would, in fact, be easier to regulate than brick-and-mortar casinos, since software records each transaction.
It also contends that security measures could effectively exclude underage and problem gamblers.
