muqpc9-12QUETTA, Dec 9 (APP): President General Pervez Musharraf Saturday said the government s doors are open for everyone to achieve peace and development in Balochistan. The government s doors are open for all, as we want peace and development in Balochistan and the government will welcome everyone who desires so, the President told the media at the Governor House after addressing a large gathering of notables, tribal elders, Sardars and Nazims from various parts of the province.

He, however, maintained that he was not like those
problem from its root and source, as it will help achieve long-term gains for
Pakistan as well as for Balochistan.
Replying to another query, the President said the law and order situation in the province has improved during the last two to three months, with a sharp decline in incidents of rocket firing.


He, however, added that the government will strictly deal with some
elements who are against the development process in Balochistan and want to destabilize the country. Such elements are also getting help from outside the country.
The President in response to a question said, the government was focusing
on the development of Balochistan and said the government has allocated Rs 30 billion in the PSDP for Balochistan, compared to a mere Rs 2 billion in 1999.


The government will continue to raise the allocation, he added.
He said there were some problems in account management in the province, which requires maximum funds for development. The
government is spending lot of money in Balochistan, even more than Punjab, he added.


To a question about the NFC Award, the President said he has announced the amended NFC Award through an ordinance, but added that for a permanent award there was a need of consensus among the provinces.
To another question, the President said, he has expressed his desire to
meet and talk to students of Balochistan university collectively and not with any single leader.
In response to another question, the President said Quetta Airport
will have the night landing facility by March 2007.

Carey Healey, senior Vice President of Infosat Telecommunications, said Pakistan s current leadership under President Pervez Musharraf has taken steps to deregulate Pakistan s telecom sector, facilitating companies to conduct business. Pakistan s educated population not only makes for good business partnerships, it indicates good market potential as well, he said. In an interview with The Vancouver Sun, he noted Pakistan has a large English-speaking population, and many business people are either educated in the West or are trained by those who have been.

They re very technical = technical to our standards, but they haven t adopted the technology there yet, he said. Healey, told the newspaper that he saw no signs of bribery or kick-backs in his business dealings in Pakistan.

LONDON, Dec 6 (APP): The Pakistan Government is working on a multi prong strategy for the development of Balochistan through the elected representatives on fast track to bring it at par with other provinces.

This was stated by Senator Tariq Azeem Khan, State Minister for Information and Broadcasting, here at a seminar on Why Balochistan Matters arranged by the Foreign Policy Centre at the House of Commons. The Minister said the strategy focussed on putting into place a political process to address the grievances of the people of Balochistan, to develop the province on fast track basis, address problems over-looked by the previous governments and to protect the development projects and stop the exploitation of people by few individuals. LONDON, Dec 6 (APP): The prestigious British daily lsquo;The Times has urged India to respond to President Pervez Musharraf overture s for the resolution of the Kashmir issue which he put forward in an interview with an Indian TV channel and said the Indian leadership is in danger of missing the historic opportunity for a breakthrough. In an editorial appearing on Tuesday, the paper said President s proposal in a television interview to drop Pakistan s call for an independent Kashmir and his readiness to accept a settlement that would give the disputed territory a large measure of autonomy is a significant concession.

Describing President Musharraf as an adroit politician, the paper wrote he has addressed specifically to an Indian audience and comes just before the visit to Islamabad by the Indian Foreign Minister next month and the likely visit later of Manmohan Singh, the Prime Minister. General Musharraf is sending a clear signal to Delhi that he wants to press ahead with a slow-moving peace process, and is ready to take initiatives. The proposal he put forward on Indian television is similar to what is known in the region as the ldquo;Andorra solution rdquo;.

This would leave the disputed territory with a large measure of self-government, but without full independent sovereignty. Both its neighbours would have a guaranteed right to a say in its affairs mdash; as France and Spain have in Andorra mdash; and each would renounce its claim to sole control, the sticking point in more than half a century of protracted and largely fruitless talks. Unfortunately, this was not matched by any significant change in India s negotiating position.

It made no offer to withdraw troops, offer Kashmir greater autonomy or give greater weight to talks with local Hurriyat Conference separatists.

UNITED NATIONS, Dec 6 (APP)- With two people dying from malaria every minute and up to 1,000 others becoming infected, a new U.N.-backed global strategy was launched Monday to develop a highly effective vaccine within the next 20 years.

Having a highly protective malaria vaccine and putting it into widespread use in affected areas would be a true achievement for public health. It would fulfill an urgent need, the UN World Health Organization (WHO) Director of the Initiative for Vaccine Research, Marie-Paule Kieny, said of the Malaria Vaccine Technology Roadmap launched at the four-day Global Vaccine Research Forum in Bangkok.

LONDON, Dec 06 (APP): British Sports Minister Tessa Jowell is to be quizzed by the London Assembly about the spiraling cost of the 2012 Olympics.

The London Assembly Chairman Brian Coleman has written to Ms.Jowell asking her to appear in the New Year following her admission that the cost of building the Olympic Park in East London would rise by 900 million pounds to 3.3 billion pounds.
