I've always considered the address bar to be part of the tab, so it's always made sense to have a drill down:
tab- address bar- page/content
Putting the address bar above the tabs has always seemed like your taking an "element" that is a property of the page and making it "global" to the browser, which doesn't make sense.
Since each tab has it's own address and bar, it makes sense to have that be a property (and contained within) each tab.
