Freudenthal said "the activities" in Washington and his general belief in term limits make a strong argument for change.

"I think that there's a point in time which people have served long enough and they are frankly no longer growing in the job and they begin to take it for granted," Freudenthal said.

He rejected the idea that changing the state's representative would cost the state political power.



"Ultimately, if you look at what goes on in the House of Representatives you're one of 435, and I think you're ultimately more dependent on ability than you are on seniority," he said.

"And I think Dick Cheney is a demonstration of that."

Vice President Cheney served as Wyoming's lone U.

S. representative from 1979 to 1989.

Asked about Cubin's encounter with Rankin following their debate Sunday night, Freudenthal said it was up to "each citizen of the state to decide whether or not that is conduct by an elected representative of which they are proud.

"

Rankin said Cubin remarked that she would have hit him if he weren't in a wheelchair for assertions he made during the debate.

Cubin later apologized, although she said her remark was that Rankin's assertions would have prompted anyone to want to hit him.

Separately, Sen.

Craig Thomas and other Republican candidates were in Casper Wednesday as part of a statewide tour.

Thomas is seeking a third term and faces Democrat Dale Groutage of Lander. Cubin said earlier she would not be able to attend because she would be with her mother, who was to undergo leg surgery.



Sen. Mike Enzi endorsed both Thomas and Cubin, saying experience in Washington was necessary for the job.

Sen.

John Thune, R-S.D., also was present to stump for Thomas and Cubin.
