Queensland Transport and Main Roads Minister Paul Lucas said opposition to the tough new line was expected.
We realise some of these changes won t please everyone, particularly young people, but their lives are at stake and we have had to make hard decisions, Mr Lucas said.
State driver groups, including the RACQ and MTAQ, had been instrumental in shaping the reforms, he said.
Queensland Opposition Leader Lawrence Springborg said some of the new licensing measures were over the top.
In a decentralised state such as Queensland, several of the rules will be extremely difficult to enforce and will be open to abuse, Mr Springborg said.
What s more, the reforms discriminate against new drivers under 25 by being fairly lenient on new drivers over that age.
Confidence on the roads comes down to driving experience, not age.
RACQ spokesman Gary Fites said restricting the use of high-powered vehicles would be hard to monitor.
It was the only one of the new measures that we (the RACQ) weren t so sure about, Mr Frites said.
I am located in Queensland and although these rules don t apply to me I have to say, honestly, the more rules and regulations that are put in place to limit Young Drivers from driving, the worse things will get. I would like to see the police enforcing the high-powered cars rule. For a start, who will classify what cars as high powered?
What will constitute a high powered car? Will it be a blanket No V8s, no Turbocharger, no Supercharger approach? Would that mean kids can t drive their parents Nissan Patrol?
Or take the landcruiser for a spin? What about dad s V8 commodore? How will that work?
I would like RACQ to tell me if one single person under 25 was even consulted for these changes, 12 month learners period is simply just stupid. The longer the period the more chance of learner drivers on the road without a license. 12 months is just enormous!
If you are getting your learners you are keen to get your drivers license and whilst I agree that not everyone with a drivers license knows how to drive, I can t imagine why RACQ and QLD transport are only targeting young drivers!
Why is that the driving courses still require drivers to do a parallel park when they never teach you what todo if your the car of it you ve lost control in the wet, or how to deal with a car with ABS etc etc? Why does the QLD government always take the easy way out of trying to fix the road toll problem.
Its not a two step process of putting more speed cameras and tougher laws. There needs to be more education for younger drivers and less restrictions. Many young Drivers will always want to speed, so why not give the chance to do just that in a safe environment?
Furthermore, 100 hours of supervised learning before taking the test? Are they serious? Who can afford that!
What if the young driver going for his or her test doesn t have their parents car to practise on? Are they going to pay $40/hr for 100 hours to get that log book filled up? Thats $4,000!
What about the complete lack of attention to older drivers who are also a menace on the road? Why isn t there new regulation to require a special 4WD license for people to drive big 4WDs in the city? There needs to be understanding by the Government and RACQ (whom I have now lost all utter respect for) to realize that young drivers are not the source of the problem.
Sure they might have a higher accident rate, but thats mainly due to lack of experience and 100 hours of paid lessons is simply over the top, instead of the 100 hours they need to make the driving test much harder, and include real world situations in a proper testing environment on a track so they can take the car out of control. If they want safety, this isn t the solution. Dear God!

i m just finishing gr12 and went to plenty of parties and the designated driver thing never really happend, it is a good tool for argueing against the new rules however.
what worries me most about the driver restrictions is that it s a blanket under21 thing, not just 16-21 or whatever so it fucks over young parents.

To be completely honest- ive had to many friends in car accidents, due to stupid little things.

Although i struggle to find the solution to enforcing these rules to the full extent of the law, the Bluetooth and other mobile device restrictions are a good start.

personally i dont think that its the youths fault that we dont know how to drive as safely as those of a older age. when it comes down to it the testing that we go through isn t that severe. we have one writen test and then we are able to get behind the wheel and then we have one prac test and we are considered to be able to drive.
i am not saying that they should make the testing harder but it shouldn t be writen all over the net on how to do it, we should only be given the booklets telling us about all the information and road rules, but thats it.

It might just be the fact that I m on an open licence talking here, but I think these rules might be an okay idea. I mean, it all sounds as complicated as hell, but each rule essentially makes sense.
In the light of the three young people killed in Buderim a month ago, I think the changes are very important and timely. What is the attraction of a suped up car? I drive a slow little lawnmower and I have no problems getting around.
I can meet all speed limits and in fact, in the folly of youth, I got two speeding tickets and rolled my car. I thought I was the best thing out, that I knew what I was doing and I m a mature, sensible, patient young person, so I can hardly imagine what a wild person of 18 would get up to.

I was a bit shocked to go driving with a couple of learners recently just to notice the confidence with which they made mistakes. They just could not see their impatience and their error. One has since attained her P s.
I could remember my own mother telling me off for the same things and my biting back that I knew what I was doing. I wish I d known how vulnerable I really was in my first car. I took a corner too hard with sun in my eyes and flipped into a ditch.

which may be 6 months it may be 8 it may be 10 but keep in mind you are getting it earlier than you normally would if you were under the old rules.

i got my p s 6 months ago,and was given a bmw m5 on my learners, way before any laws had come out relating to restrictions on high powered vehichles.
how the fuck can they stop me driving a car that i own, when they didn t give me adequate notice on the car i m supposed to drive.
last time i checked, a 2006 m5 is worth around $200,000 and if i have to sell it, there isn t any replacement cars worth that much. what the fuck do they want me to drive a queerass suzuki swift?
even if i did sell it and downgrade to a cheaper car, what the fuck do i want with the excess money, not sounding rude or anything, but i don t want the extra money, it s not like i want to have two cars, or invest my money in shares or a business. while i m young i want to enjoy it.

I m 16 in april and I have been looking forward on getting my license nearly my whole teenage life.

the victorians come up here and cant read our speed limits and sign posts. not to say our drivers are any better sometimes. My grandmother who recently moved to qld from england is a classic eg for the road rules - before changing her english licence to the qld licence she already had an accident(not fatal) because she didnt look for other cars when she was crossing an intersection.

i have seen people who went for regular driving lessons all the way through their 6 months still failed their test on the 1st plus times and still crap drivers. i had 6 lessons (6 hrs) with 2 months until my 6 month point, which my driving lesson instructor massively resented. even on my last lesson i was told i would fail because i needed more lessons and wasnt confident on the road - he stongly suggented i canceled my exam date he thought i was so crap!
after he picking me to pieces infornt of me to my mum, knocked my confidence to titanic levels, with a week to go till my test, ignorantly, i practiced up with my mum doing all what i was taught in the lessons and passed 1st time round with only 2 noncriticals - we re allowd 8. (my drive instructor marked about 16 noncriticals and 8 criticals in my practice test)
Alrite so there is some sense to the new laws, but bringing it in at the begining of the year would ve been the right thing to do.

I ve had my Ps for 7 months. i think some people have got the wrong idea from some of the introductions to the laws. if u get your Ps before July 07, you will NOT be affected by the new laws.
So, if u already have ur license, and are driving a powerful car, and get ur license before the new laws are introduced, u wont be affected, since u wont be going into a P1 and P2 system. So these people will not need to worry about selling their car.
Overall though, i do believe the introduction of these laws is a good thing.
I have plenty of mates that have had their licenses for the 6 month period, and have had 10 lessons in the last month with no prior driving experience. They have limited driving experience, and lack the skills to detect hazards and drive safely. This can only come through time spent driving.
This makes the log book (combined with 12 months driving) a good idea, in my eyes. Keep in mind that it doesn t need to be a professional instructor that needs to sign it, just as long as they have an open license.
I have managed to drive a naturally aspirated 1600cc ford laser, pushing it to its limits, getting an awesome adrenaline rush.
however, i couldn t possibly trust myself in a car with any more than 100kw to the tonne. a car with that much power is simply not necessary. I am now driving a new honda civic that has a maximum speed of 200kph (never needs to be used at this speed) and gets from 0-100 in 10 seconds which, with very very little skill, is ample time to get onto any motorway.
Powerful cars are not necessary for anyone.
In regards to the regulation about the number of passengers between 11pm and 5am, i also do not believe it to be unfair, as u shouldn t be out in clubs(underage), or driving drunk friends home(underage). if u do decide to drink, stay the night, get yourself home before 11, take one mate home, or catch a taxi.
Despite my support for the introduction of these laws, i can see some clear flaws in the way they will be introduced. Firstly, i do not see it to be fair for people who have to hold their learners for 12 months, after they got it at 16.5 years of age, because they couldn t get it sooner.
I also consider it to be unfortunate for people who do not have a parent or guardian who can teach them to drive.
I also wanna respond to what hayle and Mel said about getting their learners. u can both get your learners on 1st july 07, and then go for your red Ps on 1st July 08.
this means waiting an additional 3 months to get your licenses. But, book months in advance, because there will be a huge surge of people wanting to go for their licenses on this date. The government is increasing their workload by not allowing u to obtain your learners at 16, 6 months before they change the laws.
They will regret it.
anyway, i ve said enough on the issue. there is a major flaw in the introduction of the system, but it will make our roads safer.

i also want to add that, i have just read in a Learners Fact Sheet that some people will be given exemptions from the Log book if they do not have a close person who can assist them to obtain their license.
For the first 10 driving lessons that u get with a professional, each hour will be worth 3. So 10 hours will be worth 30 in the log book.

restricting the use of high powered vehicles? well it doesnt matter how fast a car can accelerate or how much power it has. even a slow car can have a high top speed.
only being allowed to have one passenger in your car afte 11pm? that is crap. what if you go out late at night with your friends to dinner or somthing.
how are u sposed to get home if no one else can pick u up? walk? public transport?
taxi? im sure all of those options are much safer than getting a lift with a p plater who you know and can trust.
what the hell is a hazard perception test?
extending the learner period to 12 monhs is also a load of crap. who wants to be learning to drive for 12 months? this just means that there will be an even higher amount of learners driving without openlicensed drivers.
also if you are young and want to drive a motorbike? forget it. you have to have your car learners license for 12 months, get your p s, hold that for another 12 months and than you are eligible to get your motorbike learners.
and then i think you have to hold that for another 12 months. so all up if you get your learners when you are 16, get your p s when you are 17, you can get your motorbike learners when you are 18 and then get your motorbike license when you are 19.
so basically if u want to drive a motorbike.
you will have to wait till you are at least 19 (im pretty sure).

you know that if 32% of fatalities on the roads are 17 - 24 year olds then the other 68% is 24 and above.
shouldnt the government be focusing on this age group as more of them are being killed? you know why they arent? because the people in the government would be making laws that restrict their own driving licenses.

i personally know people who are my age that have died in car accidents. and they were accidents. they werent hooning.
also the government doesnt state wether these 32% of youg people fatalities were actually at the wheel when they died. they could have been just passengers when they died. their parents could have been driving them.
i think it is time for the government to retire and let us take control of the country (even if that does sound a bit dangerous)(well maybe not teenagers but at least younger people who are in their late 20 s or early 30 s) it is time for them to go to their retirement homes and let us have our say.
i can get my p s next month and im not happy at all about all this. i have been looking forward to getting my license for years and now im almost there and my priviledges are gunna be taken away from me to stop me from hurting myself .
i think that the fatalities are very minor. compared to other countries and also our population. people who want to speed and hoon should be allowed to and they will pay the price.
they ll lose their license, their car and maybe somthing more. a person can only learn through their mistakes. How can the Government do this.
I understand that they are worried, But make drivers get their learners at 17 when the kids have matured a bit more and still hold them for 6 months.
I m currently an apprentice on my L s and, I now, in 6 months will have to use my own vehicle for work instead of using the bosses turbo deisel. That means on my $250 weeks earnings I have to pay roughly instead of 1 tank of fuel costing $75, 2 tanks costing me roughly $150, services come quicker and at $350 each thats over a weeks pay, in between this im trying to save some money, I barely have a life anymore because of this license scheme and now I am being forced to buy a road bike so I can save money on fuel costing at least $4000 for something decent, thats not including rego and insurance every year.
But it gets better as I go on, you see the 100 hours of driving school lessons costing around $5000 will be a real style cramper seen as I only earn $8000 a year.
If the government cares that much about kids and the roads why don t they come up with a restricted license, stating that if you can prove you need the turbo or v8 for work you can own it. Really has noone in their high payed job ever sat back and thought about what the consequenses of what this would be, I now as a kid getting my license in 6 months or so have grown a deep hate for the government and the police.
More people get stabbed every week than they do die in a car crash so why not do something about that.
In the end all I see is a bunch of idiots pretending to care, the government did this to benefit not because they care for each and everyone of us.
Why not make people over 65 every 10 years take their practical license again.
Those old people are more of a threat to the roads that us young kids are.
So to everyone who works in a government department, when you go home at night and you lay in bed with your licence stowed away in a safe place why not just stop for a second and think how you would feel if it was you having to go through this shit. How would you feel if you had to get a weekend job to save up for this license while all your mates went and played sports on weekends and went to parties.
I believe that if the government compared its license scheme to other countries or states scheme it would come out as one of the most expensive licenses to get in the world.
The problem is they just dont care about us. The government has now made the mistake and will have to pay for it.

so these New laws are geting a bit out of hand, i agree with the car restrictions.
But the Curfew, limiting passangers and undergo a hazard perception test.
First of all the curfew is stupid i do shift work, and by you inforcing this law i will lose my job!

Us 18 year olds are on a under 21 wage. so we dont get the ADULT wage. how do you expect us to keep coughing up money so it can go towards other stuff, wen we need as much as we can get, i work enough over time just to make ends meet, with paying the rent, food, fuel, bills and everyday living.

i do not agree with all of the restrictions that have been introduced.
However the government did have a 6 month consultation process where young people could make submissions regarding the new rules. you could fill itout via web or paper
Qld did also have forums you could attend so you could speak your opinions that these suck and why they suck.
there was publicity about this through the media, through schools, through newspapers, posters ect it was absolutely everywhere.
Why didn t you all speak up about this while there was a consultation process like i did, i filled in submissions told everyone i could and also attened the forums.
this way you have your say and maybe laws like this will not be introduced next time.

Ok i own a nissan 180sx it is turbo charged direct inject 4 cylinda, my mate owns a holden com 98 model v6 now it has way more power than my car way more, and i bet any amount of money that the police and goverment would both say that my car is unexceptable because it is a sports-turbo car, yet my friends which is much more heavy and alot lot lot more powerful is much more dangerous would pass this new goverment (bullshit) policy.

The worse thing on the road 2 is those god damn 4WD i mean they guzzle our short supply of petrol and pollute so badlly they are an eye sore disgusting things you cant see past them in traffic so they are a major hazard and i bet you that if a 4WD is in a car accident with a normal family car that the 4WD will come away with the driver with a few injuries and a broken bone and the family well there having fun up in the fluffy white clouds of heaven. What is a high powered car to the Queensland Transport Center, are you saying no V8 s or V6 s, no matter wether you implement this law 4 cylinder cars still go fast and still speed, I know people who have recieved there license and bought 4 cylinder cars and drive at high speeds already.
Maybe the Queensland transport department should just leave the laws as they are not tamper with them.. cause when you tamper with things they can only become worse The reaction of alot of you young drivers is the exact reason these laws are needed its a sham the honest ones (however rare they seem to be) have to suffer for the immature idiots.

I just wish they added one more thing to the list, once you lose your liscence thats it, no second chances you get enough points in your first chance, and i mean for all drivers 17-80, theres no excuse for losing 12 points (or 4 for the short P plate time when you should be on your best behaviour and not get fined anyway)
As for the powerful car restrictions if you think about it they more then likely will use power to weight ratios not just raw power, so all your turbo diesils, factory turbocharger and superchargers will more then likely fall below the acceptable level.
Wish theyd had these rules in 6 years ago, maybe the couple of friends I lost in car accidents swould still be alive. 32 per cent of our road toll 106 fatalities came as a result of young driver crashes.

I came across this site by accident, I am delighted to know that finally young motorists will be required to complete intensive driving training before having the PRIVLEDGE to drive vehicles.
I understand that many people regard these new laws of safety as an inconvience, and costly. However driving is not a RIGHT, it carries with it RESPONSIBILITY that will be obtained by these new laws.
I also agree that all motorists regardless of age need to be able to demonstrate safe driving skills, and have a medical check to ensure they have not lost ability to remain safe behind the wheel.
I also feel that part of driver training and maintaining a licence, drivers should also be required to maintain a current First Aid Certificate as part of their licence.
To obtain a Drivers Licence is costly, so is buying a car, so is paying for rehabilitation or funerals after being injured in a MVA.
It is also a greater inconvenience to be dead or be left with life-long injuries as a result of an MVA.
I know, I have suffered greatly because of another motorists neglect behind the wheel. I was driving my car safely.
My life will never be the same again, my injuries are permanant, but at least I am still alive. Honestly i figure we all kick up a fuss and shove it up there ass.
